Barriers to ECM

Still, the question seems to me important, and I'll try again.

The question, of course, in the terminology and how to translate a particular word. Terminology - this is just a tool (one ), and the goal - the promotion of IT in a broad range of automation tasks with content in order to ( pardon the tautology ) enhancing the effectiveness of our work. High ' calm ' - our quality of life both at home and at work.

And what's the problem?.



Instead go to the ' broad operational expanse ' of automation, we are still in the same range of organizational-administrative documents. That instead of discussing the problems of automation of the enterprise and improve people's lives ( state services ), we are talking only about the problems of clerks and officials. And there is a persistent sense that we are at the same time adhere to this traditional concept, not the office has service company and the company exists for the operation of the office, not the bureaucrats to the people, and people for officials. Not because it is convenient for people and staff, as well as convenient for people and staff, but more narrow range.

And the terminology is important to secure a ' conservative ' position - to leave everything as is.

But to leave it as it is very convenient to say not at the level of a holistic discussion of the picture, but at the level of individual small pieces of the puzzle.
For example, there are constant references to the same Standard, but the authors are constantly moving away from the question: why the definition in the GOST does not match the wording of the law.
Or is fragmentary publication of translations of some terms, but the hard question of costs of creating a common vocabulary....
